The CMILS developed separate sets of indicators for each of the five international labor standards considered. For each of the labor standards, indicators have been defined that reflect: (a) the legal framework related to the labor standard within a country; (b) government performance in implementing the labor standard (both in terms of effort and effectiveness); (c) outcome measures related to the labor standard ; and (d) associated factors includes indirect measures that may impact compliance.
