One-stop Partners

In Section 188 of the Workforce Investment Act of 1998, Mandatory One-Stop Partners are entities that carry out one or more of the following programs and activities:

  1. Programs authorized under WIA (e.g., Native American programs, Job Corps, migrant and seasonal farmworker programs); programs authorized under the Wagner-Peyser Act (29 U.S.C.A. § 49 et seq.) (employment service programs);
  2. Adult education and literacy activities authorized under WIA title II (20 U.S.C.A. § 9201 et seq.);
  3. Vocational rehabilitation programs authorized under title I of the Rehabilitation Act of 1973 (29 U.S.C.A. § 720 et seq.);
  4. Welfare-to-Work programs authorized under section 403(a)(5) of the Social Security Act (42 U.S.C.A. § 603(a)(5));
  5. Senior Community Service Employment Program activities authorized under title V of the Older Americans Act of 1965 (42 U.S.C.A. § 3056 et seq.);
  6. Vocational education, career and technical education activities at the postsecondary level authorized under the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C.A. § 2301 et seq.);
  7. Trade Adjustment Act activities authorized under chapter 2 of title II of the Trade Act of 1974 (19 U.S.C.A. § 2271 et seq.);
  8. Veterans' employment activities authorized under chapter 41 of Title 38 (38 U.S.C.A. § 4100 et seq.);
  9. Employment and training activities carried out under the Community Services Block Grant Act (42 U.S.C.A. § 9901 et seq.);
  10. Employment and training activities carried out by the Department of Housing and Urban Development; and
  11. Programs authorized under State unemployment compensation laws (in accordance with applicable Federal law).

In addition, a local Workforce Investment Board may choose to make programs and activities listed below available through the local workforce investment system. If so, the entities that carry out these programs and activities are also considered One-Stop partners:

  1. Temporary Assistance to Needy Families (TANF) programs authorized under part A of title IV of the Social Security Act (42 U.S.C.A. § 601 et seq.);
  2. Food Stamp programs authorized under section 2015(d)(4) of Title 7;
  3. Food Stamp work programs authorized under section 2015(o) of Title 7;
  4. Programs authorized under the National and Community Service Act of 1990 (42 U.S.C.A. § 12501 et seq.), such as AmeriCorps, the USA Freedom Corps, and Volunteers for America; and
  5. Other appropriate Federal, state, or local programs, including programs in the private sector.
